Is a waiver enough on its own?

No - pair it with visible rules, a time limit, and someone within earshot. A waiver records that risks were explained; it doesn't discharge your duty of care.

Should we allow unsupervised use?

That depends on your setup and insurer. If you do, state clearly that users must not enter alone if unwell, and make sure an emergency call point exists.
