Can I issue certificates from this?

Not automatically - but the export gives you a clean spreadsheet of names, licence numbers and courses attended, which is exactly what a mail-merge or a certificate tool needs.

What if credits differ by jurisdiction?

Ask for the jurisdiction and use a conditional question to ask anything extra that only applies there. Hidden questions stop being required, so nobody is asked for a number their state doesn't issue.

Can I stop registrations when we're full?
