Should I ask for a budget?
Yes, as a range and per person, and ask whether flights are included. Travel budgets are routinely quoted as a total for a family, which is a factor of four away from what you need.
How much detail before the first call?
Enough to prepare two or three genuine options. That's what makes a consultation feel expert rather than exploratory - and it's what a client remembers.
